Due to the complexity of Greek immigration policy, practices and data collection, truly reliable data on immigrant populations in Greece is difficult to gather and therefore subject to much speculation. In 1986, legal and unauthorized immigrants totaled approximately 90,000. A study from the Mediterranean Migration Observatory maintains that the 2001 Census from the NSSG recorded 762,191 persons residing in Greece without Greek citizenship, constituting around 7% of total population and that, of these, 48,560 were EU or nationals and 17,426 Cypriots with privileged status. People from the Balkan countries of Albania, Bulgaria, and Romania make up almost two-thirds of the total foreign population. Migrants from the former Soviet Union (Georgia, Russia, Ukraine, Moldova, etc.) comprise 10% of the total. [ 75 ]

The greatest cluster of non-EU immigrant population is in the Municipality of Athens –some 132,000 immigrants, at 17% of local population. Thessaloniki is the second largest cluster, with 27,000, reaching 7% of local population. After this, the predominant areas of location are the big cities environs and the agricultural areas. At the same time, Albanians constituted some 56% of total immigrants, followed by Bulgarians (5%), Georgians (3%) and Romanians (3%). Americans, Cypriots, British and Germans appeared as sizeable foreign communities at around 2% each of total foreign population. The rest were around 690,000 persons of non-EU or non-homogeneis (of non-Greek heritage) status.

According to the same study, the foreign population (documented and undocumented) residing in Greece may in reality figure upwards to 8.5% or 10.3%, that is approximately meaning 1.15million – if immigrants with homogeneis cards are accounted for.

Greece is a gateway for the entry of illegal immigrants to Europe. The Cabinet has approved a draft law that would allow children born in Greece to parents who are immigrants, one of whom must have been living in the country legally for at least 5 consecutive years to apply for Greek citizenship. [ 76 ] The government, despite strong objections from oppositions is determined to pass the bill. The main objective is to facilitate the smooth integration of legal immigrants and their children in the Greek social reality. The basic criteria remain the legality of residence and children's participation in Greek culture. For the same reason, moreover, long-term residents, political refugees and expatriates will be allowed to participate in local elections.

RICHARD BRUTON HAS said that former taoiseach John Bruton is entitled to his views and would not comment on whether his brother has been unhelpful to the government in recent weeks.

John Bruton has made headlines in recent weeks for his comments that the 1916 Rising leaders “made a mistake” and regarding newly-unearthed remarks about bankers being unfairly blamed for austerity.

“I wouldn’t propose to comment on what any former politician chooses to say,” the Jobs Minister told reporters in Dublin today.

“We have a free country in which people make their views known and I certainly wouldn’t comment.”

Bruton, who is John’s younger brother, said that while reckless banking had caused Ireland’s economic problems there had been other reasons for the collapse.

These included an excessive reliance on a property sector, poor regulatory regimes, and a political culture that “sucked us along a road that led to some of the problems we’ve faced”, he said.

Bruton added: “So I’m not going to comment on an individual former politicians – be they blood relatives or not.”

Pressed on whether he agreed with John Bruton’s views about the actions of the Easter Rising leaders, Bruton maintained that he was not going to comment on the matter, insisting that “everyone is free to express their views on these issues”.

The genesis of Prada Marfa came about years back while Elmgreen Dragset were in Chelsea, where the art world had decamped after SoHo was overrun with luxury boutiques. The two affixed signs to the windows of a Chelsea gallery that read Prada, Coming Soon —a playful wink at the ways in which gentrification transforms neighborhoods into meccas for consumerism. Their signage caught the eye of Yvonne Force Villareal and Doreen Remen, who, with their nonprofit the Art Production Fund and its Texan satellite, Ballroom Marfa , helped bring Prada Marfa into existence. got involved, approving the use of her label’s trademarked logo and selecting the proper merchandise to be used on location. “The installation was initially meant as a sort of an experiment,” Elmgreen Dragset explained recently (the two were in Hong Kong for the opening of a new show at Perrotin ). “We really wanted to see what could happen if one would make a fusion of pop and Land art. It was also meant as a comment on branding and consumerist culture.” The sculpture was announced in the fall in The New York Times. “We loved the idea of the piece being born on October 1 and that it will never again be maintained,” Villareal told Eric Wilson of the Times. “If someone spray-paints graffiti or a cowboy decides to use it as target practice or maybe a mouse or a muskrat makes a home in it, 50 years from now it will be a ruin that is a reflection of the time it was made.”

But since then, Prada Marfa has become such a target for vandalism that the spirit of the sculpture has changed. Within days of its unveiling in 2005, a thief broke the windows and ran off with the loot. The bags were replaced with GPS trackers, and their bottoms were cut out to discourage further theft. Stricter security measures were added, such a camera and an alarm. The sculpture’s safety was entrusted to a local in the nearby town of Valentine named Boyd Elders, and the local sheriff was asked to keep his eye out for any trouble. “One contractor suggested rattlesnakes inside,” said Villareal and Remen. “But we decided that was certainly overkill!” And as the years have passed, the back of the building has slowly been covered in the tags of various graffiti artists and punks who have passed through West Texas.

In a way, this all seemed manageable until earlier this March, when a serious act of vandalism wrecked the sculpture. Prada Marfa was haphazardly splashed in blue paint on either sides; its awning was slashed; and the vandal tacked on incomprehensible signs with a strong adhesive glue that ruined the storefront’s Plexiglas. “We had just read about the artist who destroyed ** Ai Weiwei ’**s vases in Miami so we were not totally surprised by the news,” Elmgreen Dragset said. “It seems to be some kind of a syndrome potentially caused by the power of social media. Artists who are seemingly so eager to promote themselves, to get some mentioning at any costs, are willing to even smash up fellow artists’ works in order to appear in the spotlight for a little while.”
